ABOUT CUSTOMS, DUTIES, AND TARIFFS

All international mail is subject to the Customs regulations. This depends on the laws of both the country of origin and the country of destination. Three different types of Customs requirements are available :

  1. Fees and/or restrictions relating to items mailed INTO Canada will be there.
  2. There are Canadian requirements and/or restrictions on certain products being mailed OUTSIDE of Canada.
  3. Foreign customs rules and requirements are different which depends on the country of destination.

Items shipped outside of Canada must have the proper customs documentation – this is dependant on the:

  • Service used
  • The content of the item
  • Destination

All Customs/content information must be written either in English or French. It should also be translated into the language of the receiver’s country. When the service is Priority Worldwide, the forms must be completed in English or with an English translation.

 

It is the customer’s responsibility to make sure that all customs papers and item documentation are complete, accurate and legible. If not able to provide any of the information required, it may result in the item being returned. It would also be at the customer’s expense or could result in delays., non-delivery and voids any delivery guarantees.

Any item mailed into Canada is subject to duty and/or taxes with few exceptions. The Canada Border Services Agency (CBSA) collects provincial sales taxes (PST) and Harmonized Sales Taxes (HST). It is according to the province of residence on most taxable imports valued above $20CAD. The CBSA does not consider duty or tax on mail items valued at $20CAD or less. However, this is a general rule and it does not apply to certain products which include:

  • Intoxicating beverages
  • Cigarettes
  • Cigars
  • Manufactured Tobacco

A handling fee of $9.95CAD per taxable mail item is applied according to the law. Customs duty may not be applied to certain products or products manufactured in particular countries. For example, generally, there are no customs duties are applied to products that qualify under the North American Free Trade Agreement (NAFTA). However, the applicable Provincial Tax is still applied to these products.

Mail items containing merchandise enter Canada through CBSA. The screening centers are inspected by CBSA Officers. They assess for applicable customs duties, taxes and charges. If duties and/or taxes are owed, items will be delivered along with the Customs Invoice. The customs invoice indicates the amount that the addressee must pay before the package can be released to them. Canada Post itself will collect the fees on behalf of the CBSA.

Customs forms summarize the contents of the package and identify the value of the shipped items. These forms make it possible for the destination country to examine mail and allow its entry without having to open and inspect each item one-by-one.

RESTRICTIONS ON SHIPPING WITH CANADA POST

  • Limit of Responsibility:

Canada Post does not take responsibility when the mail is returned or caught outside of Canada because the articles are not allowed at the destination, or special mailing/import requirements were not met.

  • Prohibited items:

When an item is prohibited, it means that the item is not allowed to enter the particular country. If the item does enter the destination, it will most likely to be destroyed by customs. Only in some cases, the customs return the prohibited items to sender.

  • Restricted items:

When an item comes under the restricted category, it means that special provisions must be met before the item will be released from customs and allowed to enter the destination. These special services may include but are not limited to a certificate, a license, a form, or a certification of disinfection.

  • Non-Mailable Matter:

Generally, non-mailable matter means, but is not limited to, any mail:

  • which is not allowed by law (e.g., illegal, obscene, fraudulent)
  • for which importing or mailing is restricted by an Act of Parliament
  • if it fails to meet a certain physical characteristic or marking needs
  • that contains products or substances that could
  • if it causes injury to those handling the shipment
  • cause damage to postal equipment or other items
  • cause entrapment of other items
  • something that has explicit material unless it is sent in an opaque envelope with the words “ADULT MATERIAL” or similar wording. Items under Solicited Publications Mail are the only ones that require opaque wrapping.

If an International shipment is found to be non-mailable, immediate removal is done from the stream. There’s no option of returning it to the sender. The legislative authority of Canada destroys the item.

These particular items can be mailed by Canada post but must be properly prepared, abided by the government rules and meets the requirements for mailing.

PACKING FOR INTERNATIONAL DELIVERY

When shipping internationally with the Canada Post, your packages will be handled by the destination country’s carrier for final delivery. Since handling facilities in some destination countries may have different procedures, your shipments require a little more care during packaging.

  • Choose an outer container:

The shipment container must be sturdy enough to protect the item being mailed (cardboard box, metal tins). Customers who deposit unpackaged items (not of a size or shape suitable for wrapping such as, pails, tires, etc.) must pay an Unpackaged Items Surcharge. Containers that have been previously used for restricted items or non-mailable matter must not be reused for mailing other goods unless they are rewrapped to cover all information that refers to restricted items or non-mailable matter.

  • Package material:

Cover the shipment with materials like bubble wrap, foam or paper.

  • Sealing material:

It is required that the sender uses proper packaging tape.

  • Shipping Label:

Make sure you use the proper service label. The label should have properly completed and visible should be flat and wrinkle-free to the largest side of the package.
